It didn't work specifically the Xbox controller but i selected all options there and now it's working. Your suggestion led me to get it right!!! Game itself is ok with hot plug in. Prbably Steam do something here (and Steam can do it). Try to plug before game. Or vise versa - after game start. Experiment with settings in Steam. Steam Inpit broken more than year ago.
